Covid Guidelines
To make air travel safer and stress-free for you, airlines and airports have stepped up their sanitization standards and staff training. Do go through protocols followed by airlines and airports, and play your part too, in making travel safer for everyone. Please pay special attention to domestic air travel & state guidelines, especially those on quarantine, e-pass etc. to ensure hassle-free transit. Non-compliance of rules may lead to denial of boarding.
Andaman and Nicobar Islands
Health Screening & Passenger Obligations
- All passengers must download the Aarogya Setu App.
- Passenger is required to undergo COVID-19 Test at the Airport as directed by the Health Authorities.
- Thermal screening is mandatory for all passengers.
Quarantine and Testing Rules
- All incoming passengers shall be tested with RAPID Antigen Test at a cost of INR 500 per head except medical patients along with their attendant. The cost of the test shall be borne by the passengers themselves.
- COVID-19 test will be done on random basis.
- Passengers showing symptoms of COVID-19 shall be tested and will be required to undergo institutional quarantine till the test results are available.
- Passengers arriving at the airport destined to tribal areas will have to undergo an RT-PCR test. All other asymptomatic travellers will undergo an Antigen test. Symptomatic travellers or ILI cases will be tested as per the existing protocols.
- All passengers from mainland or inter-island shall stay in home quarantine for 7 days from the day they enter into the island/district or till they are test negative, whichever is earlier.

- Passengers arriving at the airport should be wearing a mask at all times.
Andhra Pradesh
Mandatory for Travellers
- All passengers must download the Aarogya Setu App.
- All domestic passengers are required to register themselves on Spandana website www.spandana.ap.gov.in
Quarantine and Testing Rules
- All international passengers must submit a self-declaration form on the online portal spandana.ap.gov.in at least 72 hours before scheduled travel.
- Passengers travelling need to give an undertaking on the online portal for mandatory paid quarantine for 14 days, if required.
- Quarantine exemptions: In the case of pregnancy/death in family/serious illness and parents with children of age 10 years or below, home quarantine shall be permitted.
- Traveller may be exempted from institutional quarantine if they submit a negative RT-PCR test report on arrival. This test should have been conducted within 96 hours prior to undertaking the journey.
- If the above test report is not available, passengers may opt for a Rapid Antigen test on payment of INR 500 for conducting COVID-19 test at airport on arrivals. Those who tested negative must undergo 14 days of home quarantine.

Assam
Quarantine and Testing Rules
- All passengers must download the Arogya Setu App. All passengers have to fill a Health Declaration form upon arrival as prescribed by the state.
- Passengers travelling further to other destinations will be helped with transportation to respective districts or states, and thereafter treated as per the respective state policies.
- For travellers availing connecting flights, it must be ensured that night halt is not involved in the journey, which might lead to quarantine for a specific period before commencing the journey.
- All passengers must undergo thermal screening upon arrivals at the airport. All passengers will undergo COVID swab test at arrival airport. Antigen test will be available in GAU.
- All passengers must undergo 2 days of institutional quarantine, followed by 8 days of home quarantine (applicable for those arriving at Dibrugarh, Silchar and Jorhat airports).
- Asymptomatic passengers, other than the exempted categories (mentioned below), will have to undergo antigen/ COVID swab tests. If the test result is positive, the passengers will be moved to a COVID facility for further treatment. All those with negative results, are required to proceed for home quarantine.
- Some asymptomatic passengers have been exempted from institutional quarantine. These include:
- Pregnant women, children below 10 years along with siblings and parents, senior citizens above 75 years of age.
- People with pre-existing health conditions and those passengers returning the same day.
- Divyang (the differently abled travellers).
- Immediate relatives of hospitalised patients.
- Husband and wife travelling to Assam together.
- Husband, wife and their children travelling together to Assam.
- Those who have to undergo institutional quarantine have an option to choose between either the government-funded facility or a self-paid hotel facility.
- Every person exempted from institutional quarantine must undergo 14 days of home quarantine.
- All passengers travelling in capacity of military, para military personnel on official duty will be allowed to directly travel to their respective cantonment/ camp where they will be quarantined.
- Passengers departing from Assam who have a 72 hours return ticket do not need to undergo quarantine, provided they meet certain criteria.

Chandigarh
Mandatory for Travellers
- All passengers must download the Aarogya Setu App.
- Before arrival, every passenger must register on COVA Punjab App. This will be checked by authorities on entry.
- All passengers are required to fill up a Health Declaration form on arrival.
- All passengers are required to go through a COVID-19 Test at the airport as per the guidelines of the Health Authorities.
Quarantine and Testing Rules
- Thermal screening will be done on arrival for domestic passengers.
- 14 days of home quarantine is required for all asymptomatic domestic passengers travelling to Punjab.
- All International travellers should submit self-declaration form on the online portal (www.newdelhiairport.in) at least 72 hours before the scheduled travel. They should also give an undertaking on the portal that they will undergo mandatory institutional quarantine with proper self-monitoring of health.
- In case of International Passengers, exemptions from quarantine will be made only for compelling reasons/ cases of human distress such as pregnancy, death in family, serious illness and parent(s) with children of the age of 10 years or below. In such cases, home quarantine may be permitted for 14 days. Those seeking such exemptions must apply to the online portal (www.newdelhiairport.in) at least 72 hours before boarding. The decision taken by the government as communicated on the online portal will be final.
- Passengers arriving are also permitted to take onward flights, if necessary, only after undergoing mandatory quarantine at the first entry airport into India or if they are exempted from being quarantined. Passengers without an RT-PCR negative certificate need to get themselves tested at certain Indian airports upon arrival, at their own cost, before an onward flight. They are also free to commence on their onward journey if the RT-PCR report is negative.
- Thermal screening will be carried out for all the passengers by the Health officials present at the airport. The self-declaration form filled online must be shown (or a copy of a physical self-declaration form can be submitted) to the airport health staff. The passengers found to be symptomatic during screening shall be immediately isolated and taken to medical facility as per health protocol.
- Post thermal screening, the passengers who have been exempted from institutional quarantine (decision as indicated on the online portal in advance) will have to show the same to the respective state counters on their cell phones/other mode before being allowed to home quarantine for 14 days.

Chhattisgarh
Mandatory for travellers
- Everyone must download and update their status on Aarogya Setu.
Quarantine and Testing Rules
- Upon arrival, all passengers shall go through health profiling.
- Only symptomatic passengers should be sent for institutional quarantine until test results are available.

Daman & Diu
Mandatory for Travellers
- Passengers from Gujarat would be required to stay in a specified area at the airport and would be dropped off to the borders of the district. They would have to arrange for their transport from thereon. If required, they will be assisted by the district administration to contact the administration of their destination.
Quarantine and Testing Rules
- Identified passengers would be required to undergo institutional quarantine in the specified facility, for 14 days.
- For the following identified passengers, home quarantine would be allowed:
- Pregnant/lactating women
- Children below 10 years of age
- People with serious comorbidities such as heart, kidney, liver ailments etc.
- People above 80 years of age
- People with special needs
- For identified passengers who are industrial executives/technical experts/consultants/government servants/other employees on business/official visits, samples would be collected the same day. If tested negative and they’re found asymptomatic, they would be allowed to resume their work. If tested positive, they would be shifted to a COVID health facility.

- No newspapers or magazines will be provided on board any flight.
- The use of baggage trolleys will be minimised to ensure less number of touch point infections.
- Passengers are requested to check the travel advisories and guidelines issued by their respective airports (departure and arrival) before travel.
Hotel Guidelines
- Hotels are now open, except for the ones located in containment zones, which shall remain closed until further notice.
- According to Government issued advisories, those above 65 years of age and those with co-morbidities are strongly advised to avoid travel and hotel stays.
- Those staying in hotels must wear face mask and practice social distancing at all times.
- Online advance booking is mandatory and must be done at least 2 days before the date of arrival. This will help the administration maintain a list of visitors arriving in every hotel.
Delhi
Mandatory for Travellers
- All visitors are required to use face covers/masks, and are required to follow hand hygiene, respiratory hygiene, and environmental hygiene when using any means of public transportation.
- All passengers are advised to download Aarogya Setu App.
Quarantine and Testing Rules
- Thermal screening shall be done for both international and domestic passengers.
- 7 days of home quarantine is required for all domestic passengers travelling to Delhi. Constitutional officials, government functionaries and their staffs will be exempted from 7-days home quarantine.
- International passengers should submit a self-declaration form on the online portal https://www.newdelhiairport.in/ at least 72 hours before scheduled travel. This form also deals with details of the 14-day institutional quarantine that every traveller has to undergo. Travellers may seek exemption from institutional quarantine by submitting a negative RT-PCR test report. This test should have been conducted within 72 hours prior to undertaking the journey. The test report should be uploaded on the portal for consideration. Each passenger shall also submit a declaration with respect to the authenticity of the report and will be liable for criminal prosecution, if found otherwise. The test report could also be produced upon arrival at the point of entry airport in India.
- International passengers arriving without RT-PCR negative certificate and not opting for RT-PCR test at airport (if facility is available)/arriving at an airport where testing facility is not available will have to undergo mandatory 7 days of institutional quarantine and 7 days of home quarantine.

Guideline for Tourists

Gujarat
Quarantine and Testing Rules
- It is recommended that passengers download the Aarogya Setu app before entering the state.
- Ahmedabad: A curfew has been announced from 9pm on November 20 (Friday) till 6am on November 23 (Monday). Thereafter, a night curfew (9pm till 6am) will continue in the city. Please plan your travel accordingly. During curfew only milk and medicine shops are allowed to remain open.
- All passengers will be thermally screened upon arrival.
- If passengers wish to, they can opt for an Antigen test on arrival at a counter started by AMC on 12 October, 2020. This is an optional procedure and free of cost. Passengers showing no symptoms while entering Gujarat are not required to quarantine. However, they are advised to self-monitor their health for 14 days.
- Passengers are expected to certify the status of their health through the Aarogya Setu mobile app.
- International passengers arriving at Surat airport must fill in the online "Novel corona self-reporting form" and are required to register themselves on app or website prior to landing. All International passengers landing at airport must undergo a self-paid institutional quarantine.
- Passengers travelling should also give an undertaking on the portal that they would undergo mandatory institutional quarantine with self-monitoring of health. Travelers may also seek exemption from institutional quarantine by submitting a negative RT-PCR test report. This test should have been conducted within 72 hrs prior to undertaking the journey. The test report should be uploaded on the portal for consideration. Each passenger shall also submit a declaration with respect to authenticity of the report and will be liable for criminal prosecution, if found otherwise. The test report could also be produced upon arrival at the point of entry airport in India.

Himachal Pradesh
Health Screening
- COVID Test is not required
- Thermal screening will be done for all passengers upon arrival
- Travellers are required to install the Aarogya Setu App on their smartphones. E-pass is no longer required to travel to Himachal Pradesh.
- As per the latest government directives, a night curfew has been imposed in Simla, Mandi, Kullu and Kangra from 8pm to 6am till December 15.
Quarantine and Testing Rules
- 14 days of Institutional Quarantine for passengers arriving from any Red Zone district outside of Himachal Pradesh or passengers having ILI (Influenza Like Illness) symptoms irrespective of the zone from where they are arriving.
- 14 days of institutional quarantine is required for passengers arriving from any Red Zone district outside of Himachal Pradesh or passengers having ILI (Influenza Like Illness) symptoms irrespective of the zone from where they are arriving.
- 14 days of home quarantine for passengers arriving from any Red Zone district outside of Himachal Pradesh and are carrying COVID-19 negative test report from ICMR authorized lab which should not be older than 48 hours from the date of departure.

Hotel Guidelines
- Hotels are now open and those visiting the state for official/ business/ tourism reasons can stay in the hotels. Local residents can also opt to stay in the hotels.
Jammu & Kashmir
Mandatory for Travellers
- Travellers are required to install the Aarogya Setu App on their smartphones.
- All passengers are required to fill up the ICMR Health form on arrival.
- All passengers are required to undergo a COVID-19 test at the airport.
Quarantine and Testing Rules
- All passengers or returnees entering Jammu & Kashmir, by air, road and rail, will have to undergo compulsory COVID-19 testing. Defence personnel are exempted from this rule.
- All travellers would be kept under administrative quarantine till the test result is shown negative, after which they would be released for home quarantine.
- Travellers testing positive for COVID-19 would be sent to a COVID hospital for treatment.
- Travellers falling in the following category will be exempted from quarantine:
- Persons travelling for 4 or less days for business purposes with confirmed hotel booking.
- Defence officials.
- Persons with a RTPCR negative Covid-19 test report issued by ICMR authorised lab no more than 48 hours from departure date.
Air Travel Guidelines

Quarantine and Testing Guidelines
- Covid test shall be done for all arriving passengers. The test will be done by state health officials and passengers do not need to pay for the swab test.
- Mandatory thermal screening will be conducted for all passengers.
- Passengers with foreign travel history in last 28 days should undergo test at nearby sample collection centres and must be kept under institutional quarantine till the test results are available.
- All passengers who have given random samples for the swab test will be required to self-monitor their health and undergo home quarantine for 14 days.
- Exception to Quarantine: Passengers who intend to exit Tripura within 72 hours of arrival will be exempted from quarantine with an advice to self-monitor their health. In case of any symptoms, they must inform the District Surveillance officer or State Control room number-0381-2412424.

- No quarantine rules for tourists coming to Uttarakhand to stay for less than 7 days. Visitors will have to provide residence/stay address to authorities.
- Passengers coming in for more than 7 days have to undergo mandatory home quarantine.
- Army and paramilitary personnel should undergo 10 days of institutional quarantine.
- Government official from state and centre, judges of Supreme and High court and other judicial officers, MP�s and MLA of Uttarakhand and support staff are exempted from quarantine.
- All inbound asymptomatic persons who have a negative RT-PCR/ True NAT/CBNAAT test from an ICMR authorized lab (not earlier than 96 hours from the time of arrival) will be exempted from quarantine.

- International travellers entering Uttar Pradesh have to undergo a mandatory 7-day institutional quarantine followed by 7 days of home quarantine. Passengers who do not have suitable facility for home quarantine will have to be in institutional quarantine for 14 days.
- Domestic travellers are required to undergo 14 days of home quarantine. Passengers exiting Uttar Pradesh within 7 days of arrival shall be exempted from mandatory quarantine subject to validation of return/ onward travel. Passengers are expected to certify the status of their health through the Aarogya Setu Mobile app or a Self-Declaration Form.
- Special instructions for Noida: All those entering Noida are required to undergo mandatory institutional quarantine for a week.
- International Passengers travelling should also give an undertaking on the portal that they would undergo mandatory institutional quarantine with self-monitoring of health. Only for compelling reasons/ cases of human distress such as pregnancy, death in family, serious illness and parent(s) with children of the age of 10 years or below, home quarantine may be permitted for 14 days.

- All travellers exhibiting the symptoms of COVID-19 will be taken to the nearest facility conducting the test. The duration of quarantine will be decided by the health authorities.
- All passengers travelling to India and arriving at any of the airports in West Bengal, are required to submit self-declaration online at https://www.newdelhiairport.in/. All passengers arriving from any country except Bangladesh must carry a negative RT-PCR test report issued within 96 hours of the departure and must upload the same on the portal at least 72 hours before departure. Post submission, passengers shall be issued approval/ NOC, subject to the fulfilment of criteria laid down by the State Health Authorities. If the approval/NOC is applied later than this, timely approval may not be guaranteed.
- All passengers arriving from Bangladesh must carry a negative RT-PCR test report issued within 72 hours of the departure and must upload the same on the portal at least 24 hours before departure.
- All passengers must carry the original RT-PCR negative certificate and the copy of approval/NOC received on the portal. All passengers are required to undergo a mandatory home quarantine for 14 days.
- Passengers not carrying the RT-PCR negative certificate and the approval/NOC shall not be allowed to travel. Asymptomatic passengers carrying RT-PCR negative report/certificate shall be allowed to take onward flight.

Follow These Important Guidelines for Domestic Travel
We sincerely urge you to follow these compulsory travel guidelines listed out by the Ministry of Civil Aviation and other relevant authorities, for a safe and hassle-free flying experience!
- Passengers are required to wear face masks at all times, at the airport and in the flight.
- Passengers must arrive at the airport, using a personal or an authorized vehicle only.
- Travellers are advised to download and activate the Aarogya Setu app on their phones.
- Travellers are required to certify the status of their health through the Aarogya Setu app or a self-declaration form, and go through temperature screening.
- Only passengers who have completed web check-in will be allowed to enter the airport. Please do carry an e-boarding pass on your mobile. Alternatively, you can carry the printout of the boarding pass.
- Travellers should report to the airport at least 2 hours prior to the departure time. Boarding gates will close 20 minutes before departure.
- Only passengers who have flights departing in the next 4 hours will be allowed to enter the terminal building.
- Use of trolley is not allowed.
- Only 1 check-in baggage up to 20 kgs and 1 cabin baggage will be allowed per passenger.
- Travellers are required to print and paste a pre-filled baggage tag (included in booking) and affix it on the bags. Alternatively, they should mention the PNR number and name on paper and affix it on the bags.
- Elderly, pregnant and ailing individuals are advised to avoid air travel. Additionally, individuals who have been tested COVID-19 positive or are staying in a containment zone should not travel.
- No meal service, newspapers or magazines will be available on-board.
- Travellers will be required to sign self-declaration forms. In case of a PNR having more than one passenger, the declaration would be deemed to be covering all the passengers mentioned in the PNR.

Sanitised Environment

Trained Staff
- All staff to follow proper hygiene standards, and wear protective gear (masks and gloves) at all times.
- All staff including the ground staff and crew to undergo regular health checks, and training on various protective/preventive measures.
- ln case of COVID-19 related medical emergency on board, aircraft disinfection to be carried with special attention to the affected seats.
Safe Practices
- Boarding commences 60 minutes before departure to allow time for safety processes.
- Staggered sequential boarding in batches of 10 done to the extent possible.
- Use of lavatory and non-essential movement in the aisle to be minimised.
- No queuing allowed at the lavatory. Only one companion allowed for children and the elderly.
- No meal services or on-board sale of food items to minimize physical contact. Water bottle made available in the galley area or on the seats.
- Passengers not permitted to consume any eatables inside the aircraft during the flight (except on health grounds).
- No newspapers/magazines made available in the aircraft.
- Passengers required to complete web check-in prior to arriving at the airport. Airline to provide passengers with a facility to tele check-in.
- Self-declaration by passengers during web/ tele check-in required for issuance of boarding pass.
